HC guidelines on sexual harassment

THE move by the High Court last week to lay down a number of guidelines for the authorities to prevent sexual harassment of women is surely a milestone in Bangladesh’s legal history. It has long been known, and publicly pointed out, that women in a very large number of instances and in very many professional and other areas have been subjected to such harassment over the years without any measures being put in place to help them deal with the problem. Summons on Nizami, Mojaheed, 34 others withdrawn

A Dhaka court on Wednesday withdrew summons on appeal by plaintiffs on former Jamaat-e-Islami chief Golam Azam, incumbent chief Matiur Rahman Nizami, secretary general Ali Ahsan Mohammed Mojaheed, BNP leader Salahuddin Quader Chowdhury and 32 others to appear in court on July 20. Dhaka ninth additional district judge Iftekhar Ahmed retracted the summons he had served on Monday over a civil suit filed last year seeking court orders declaring them ‘war criminals’ and barring them from running elections. From the first information report, charge sheet and judgment of the trial Court it appears that the convict Kohinoor was arrested on the date of occurrence and then she absconded after being released on bail. From the photostat copy of report of the Magistrate submitted to the Deputy Commissioner, Khulna it shows that the detenu Moyna Begum is not the convict Kohinoor Begum and the learned Deputy Attorney General verbally submitted that the said report is genuine. Original copy of Nikahnama of the petitioner supports the enquiry report of the Magistrate. Read more
BDR mutineers to be tried under proper laws: Law Minister

Law, Justice and Parliamentary Affairs Minister Barrister Shafique Ahmed on Saturday said the BDR mutineers and killers of the army officers at BDR headquarters would be tried under the proper laws. “The trial would be proper and fair. No innocents would be implicated in the case and the trial would start after the investigations into the BDR carnage is over,” the minister told reporters after the inauguration of a 10-bed coronary care unit (CCU) at the Ibrahim Cardiac Hospital and Research Institute (ICHRI), a subsidiary organ of Bangladesh Diabetic Association (BDA). Prime Minister Sheikh Hasina yesterday described the brewing discontent among the judges over the law secretary as very regrettable, saying that the controversy should not have been there in the corridors of courts of justice. She made the remarks replying to a supplementary question from Jatiya Party lawmaker Mojibul Haque (Kishoreganj-3) during the PM’s question time. She said the law minister and others are trying to resolve the dispute. Read more
By-elections in Bangladesh; Sufficient law-enforcers to be deployed for security

An inter-ministerial meeting on Monday finalised a circular on security deployment at polling centers for the upcoming parliamentary by-elections and re-lection in upazilas, this time without military or paramilitary forces on duty. The meeting at the Home Ministry decided that sufficient number of law-enforcers, including police and ansar personnel, would be deployed to ensure the security during the elections. Read more

Law, Justice and Parliamentary Affairs Minister Barrister Shafique Ahmed said the Bangabandhu Murder Case now lies in the final phase of disposal by the Appellate Division through a quick process of trial, now that the apex court is full. “The Chief Justice would take necessary steps to constitute the bench in this regard following submission of application by the Attorney General Office,” he said in reply to a query at a training programme for subordinate judges here on Saturday. HC passes split orders on fugitive convicts’ bail

Two judges of a High Court bench on Monday passed split orders on petitions filed by 15 high-profile fugitive convicts seeking bail in the High Court without surrendering in trial court. The senior judge of the bench, Justice Syed AB Mahmudul Huq, in his order, kept pending the petitions and directed the fugitive convicts to surrender in eight weeks in the metropolitan senior special judge’s court.
